Epheria Cog is a ship introduced with the Great Expedition expansion. It’s a temporary boat that excels at speed, but is unable to barter or battle.
The best part about Epheria Cog is the ease of obtaining one via crafting, quest, or loyalties.
It’s a fast starter ship for beginning sailors.

You can purchase an Epheria Cog ship very easily with Loyalties in the Pearl Shop (F3).

You obtain 200 Loyalties each day for logging in. Therefore, it could take 5 days.
Epheria Cog via Main Sailing Quest
You obtain a Cog Ship (Fallen Vell Pirates’ Legacy) by completing the following quest:
This quest is at the end of the main Sailing quest line. It will also give you other goodies like a Sailor and Sailor slots. (Although the Cog can’t use Sailors.)

Epheria Cog Design
Epheria Cog can be crafted in a level 2 Shipyard. It has two different designs, giving two different appearances, but both ships have the same speed and stats.
The materials for one Cog Ship is obtained via Barter and a Sea Monster drop. The other Cog Boat requires 7 million silver along with node materials.

Epheria Cog Ship can’t be used for battle or barter.
It’s a great ship for fast travel anywhere without much investment. But with its limitations, you may want to save your resources for the Bartali Sailboat. Bartali Sailboat is much slower, but better suited for beginner barter and battle.
Bartali Sailboat is purchased from Proix in the Velia Inn.

How do I process Philaberto Falasi into the ship building permit? Do I use heating, or simple alchemy?

You CAN use harpoons to fish off the front half/middle of the Cog – where the rails are on the main deck. You cannot harpoon from the upper deck where the wheel is. In my opinion, this is the best boat for hotspot fishing and deep-sea harpoon fishing, if you have plenty of inventory space on your character, that is.

Do you know how long the Epheria Cog Boat last? I am just going to use it to fish, explore, do quests that don’t include damaging the boat.
Hello 🙂 It lasts for quite a while. Hmmm not sure how to answer this in an exact manner though, since I haven’t done any distance tests with it. Maybe someone else has!
